The states in our Republic are sovereign and it's up to them to manage their own affairs to a point.

The Constitution gives the States the right to choose their own electors. The states enact their election laws. The FEC nor the DOJ existed at the founding. If the State legislature determines there was issues in a federal election, they have a right to audit and determine the outcome of a vote. Neither yes or no is the correct answer. We are a country of laws. Again, the states write the laws managing their own elections.

You are, it appears, refering to federal elextions, such as for senators, Congress critters, and mostly to President.

However your question is moot. It is the State who certifies the election and declares the winner to begin with. Therefore they cannot "overthrow" their OWN results.

I think you are trying to ask a different question, but intentionally using language to both obfuscate and hyperbolize what you are really asking.
