First, and I'm playing devil's advocate a little here, there is the issue that soldiers are shooting soldiers already. He might get gunned down sooner but he can get a CCW before hand and then legally walk into work armed and ready to kill. Second, you end up with too many armed soldiers reacting to a soldier shooting. This guy is dress like everyone else and has a gun. Imagine the bloodbath as every CCW converges on the area and takes out every other CCW trying to control the situation.
