In Canada, Quebec is not going to charge the man apprehended after shooting up the mosque for the crime of terrorism even though this man had gone to white supremacist websites before he planned his assault on the mosque on January 29th , 2017 killing six men.

Maybe it was work place violence? That line of defense worked for a short period of time and was even suggested by President Obama when Major Nidal Hassan at Ft. Hood shot up the post, killing thirteen and ended up taking a round that left him paralyzed.

I would say yes based as the act of violence was motivated by a political and religious cause. He was upset with his own government's policies and attacked individuals based on their religious beliefs.

If it was just a hate crime the policy would not be a factor - if it was just and act of violence then the religion would not be a factor.
