That said, the system requires honest reporting seniors and members on the promotion board who can evaluate individuals and report their history accurately to the board. Promotions to O-6 and above have always been recognized to have a political component involved, but it has mostly been politics within the service. Outside Dem/Rep political influence should be forbidden as it is rarely if ever based upon military competence.
