Should a Chapter 61 retiree (permanent medical) who is also otherwise eligible for retirement receive an award?

Retirement, PCS, etc should be a "triggering event" for REVIEW. Based on REVIEW a determination should be made if an Award or other Recognition is warranted.

The Retirement (regardless of type) by itself should not merit an award, however it's a great reason to look at the entirety of a career (or last duty station/assignment) to see if one might be.

Get the "medical" out of the equation and if deserving (meets whatever the current criteria) go for it.

I fall in that category and I must say that a letter from the Commanding in Chief is all the award I needed. Having to see an original signature of the President thanking me for my service is all it takes for me to appreciate much.

You are entitled to be reviewed for award recognition either way. If you otherwise earned an award based on the establiched criteria you should receive one.

As it relates to Army awards. If their performance merits it, yes. Otherwise, no and a medical retirement or separation should not equal any kind of participation ribbon.

Only if their actions prior to the retirement warrants it. I don't thank soldiers should receive an award just for retiring(service or medical).

Awards are based on performance. If the record is free of misconduct, what would medical retirement have to do with it?

Are you saying that a retiring servicemember is being denied an award based on medical retirement?
