I bet its gonna be a mix of private companies globally and nasa/roscosmos (russian space agency) team. Theres no way one space agency can handle all the amount of costs that this trip will incur. This one is gonna be a global effort. They will leverage the enormous savings in rocketry built by SpaceX reusable rockets. It's hard to say whether Elon Musk's vision of a sustainable colony on Mars (requiring 1 million pax-possible in his estimation by the decrease per person cost of one way transport to $500,000) will ever happen. Not because humans aren't explorers, and not because SpaceX wont be able to get the price tag so low, but because stronger AI and nano-tech may make human habitation projects irrelevant.
