If you answer yes, do not refile a new claim. Go to the nearest VA Vet Center, the counselors there are trained to reopen an existing file (one that you got your rating of X%) and file it against that one. They are basically adding on. The advantage is that it will go faster than an creating a new one. Which has to be done from scratch. You need to be prepared for the long fight since the VA counts on you giving up and walking away in frustration. DAV was useless for me. After nearly 5 years of bac and forth bullshit, I ended up having to go with a private legal firm. No shit, within two weeks had results. Look up the Deuterman Law Group.
