Chapter 8 details procedures for non-affiliated veterans with no remaining service obligation to request review/update of records by NAVPERS. I presume this includes retroactive approval of awards whose criteria changed and which are specifically cited in the instruction as being retroactively eligible. <br /><br />Has anyone had any experience with this, and if so, can you share any details.
