They have always been told that those actions are not tolerated whatsoever and to report it no matter who it is. If its Mr. Rogers making unwanted advances/comments, report it. Had a soldier once, during an APFT, begin to tell a joke that had inappropriate language in regards to the female Soldiers present. On the first word I heard that didn't suite the situation, I got into his ear and let him know. Needless to say, he never did it again.
