This will allow them to do that without calling the Turks liars. Seems to me the Ruskies are one of the few that could deescalate a situation by claiming not to have had proper equipment. They had it but didn't monitor. They had it, monitored, and ignored, or they didn't have it. If they didn't have it, there was a reason besides a mistake. Far more likely the Russian brass were baiting the Turks with their pilots unwitting pawns. Very typical of their mindset. Putin is a master of "Rope-A-Dope".
