Easier for east coasters to get there. Depends on the objective of RP. Gain more personnel on the site or get the most people on the site already to go. Two ways to do it. Locate it in a centralized area around multiple bases. The Northwest has that (McChord Air Field, Fort Lewis, Whidbey Island Naval air Station, Bangor Submarine Base, Everett Naval Ship Yards, Bremerton Naval Station, Coast Guard), but so do some other places.
