It's easier to conceal that you're high as opposed to being drunk. You can't have soldiers on duty high because of obvious reasons.<br /><br />But what about in their off time? Weed is cheaper than booze, is MUCH less toxic and dangerous. And I don't hear about people getting high and beating their wives/ girlfriends or getting arrested in public for obscene behavior.
