My last OER through date was late May 2014, which meant it was turned in to my higher HQ in early April 2014. Deadline to DA is 90 days after through date; my OER went to DA in mid-September 2014, about 120 days after through date. Finally reviewed and posted by DA on/about 31 Oct 2014. 6 months after submitted, 5 months after through date, 2 months after DA deadline.

Just curious if this is the new normal for the new OER, or if my OER timeline is abnormal. I can't remember it taking 2 months for DA to process and post previous OERs.

Jeff - My own experience was almost identical. May thru date, growing pains at a joint higher HQ with implementing the new system, to DA sometime around SEP, and just posted last week. I never had the same wait-time at DA either. Not sure this will be the new normal, but you are certainly not alone.

Sir: Thanks for the feedback---one can only hope this isn't the new normal, and that the process speeds as higher HQs figure out how to process the new OER.

A year later, DA seems to have gotten its act together. My 2015 annual OER thru date was 20 May 2015; the OER was posted to my OMPF within just a couple weeks of arrival at DA.

MAJ (Join to see) I think a larger part of this truly depends on your rater and senior rater. My boss has a policy that I have adopted and will keep for the remainder of my career. All OERs are ready to sign and send up the date that they are through.
That being said, I do not think that is a normal timeline, though it does take about 45 days for them to process through the examiners now.

Rather and senior rather play a large role in this, but the DA process is what slowed my oer last year. we'll see if DA has improved processing times--I just signed my OER for this year.

I don't really like the policy you mention. For majors and above, senior raters are generally 2-star or higher. Hopefully, there won't be a tendency for senior raters to make draft oers due 3 or 4 months prior to the thru date....30 days is probably ok, but a third or a quarter of the rating period is too much. This would be akin to some award policies in which nominations are due 6 or 8 months in advance, or longer, for certain awards.

MAJ (Join to see) I think it works for anyone at the below the BDE Level. Realistically I have not written any of the OERs that I am the rater more than 20 days prior to the thru date and they are all ready to sign with counseling completed by the thru date.
I agree with you on the longer timeline for GOs involvement and it would be just like the deployment awards being written at the half-way mark of a deployment.
