Do you think that the current system of evaluating Soldiers is fair or gives a true whole-Soldier assessment?

For example, Officers are compared against peers in their grade, and raters of Officers are held to the "Rater Profile", which limits the number of ACOM (Above Center of Mass) ratings he or she can give to rated Officers.

NCOs do not have this limitation; essentially, raters of NCOs can grade every NCO as a 1/1 (Excellent Performance and Unlimited Potential).

Bear in mind that the new NCOER that is not-yet-released will not change this for SGM and below, and only changes CSM evaluations to a "narrative" style similar to those received by GOs.

I think the Bullet points used in the NCOER are a bit archaic. They fail to really give the reader the character of the person. The OER does a much better job at this.

On an NCOER a good writer can make just about any NCO shine. I know that his may be the case for the new one but limiting how 1/1s you can get is a good start.
