When I was a 1LT I was a BDE HHC Company Commander being rated by a COL and senior rated by a BG. Do boards consider the rank of who is doing the rating? Do boards weigh evaluations done by Generals? I don't know if that is true or not but when I had an NCOER due, my senior rater should have been a 1-star. That's an NCOER and not an OER though so I am not sure.
