Not complaining, just asking why we have to connect just to salute someone on RP?

Not everybody wants to connect, but merely to interact. By the time they accept the connection, the effect of a salute is lost. We saluted people daily on ACDU, and didn't even know most of them. Off the soapbox. Thanks.

Same reason there's EOT fruit salad. If everyone is special, no one is special. I'd suspect when the site was designed, there was a need to put a salute on a higher level than a like. Question is, how do you do it? Limit its use. How do you limit? Not much to choose from, so there you go. Of course a senior Admin would have the correct answer.
