I think that is good, But AER/NMCRS will have t careful to not over lend/grant.

One time I asked for assistance and they told me I must fall into a destitute financial situation before helping me, the exact circumstances I was trying to avoid.

I see it as a good thing. Saw several Soldiers who needed the help that were held back by leaders not want to look bad because of one of their Soldiers.
