Step 2: Get in your car. Step 3: Drive AWAY from the erupting volcano. Step 4: profit. They probably have a disaster response plan. Most likely we would all have to muster somewhere in order to be part of a emergency response team to help with evac and treatment, and command and control along with accountability of self and family members. Most likely keeping essential personnel close, but ensuring evacuation of family members. If he doesn't get the link to you, go to the JBLM home page and look and also get with your leadership about it as well. But what I was told while stationed there was to pray it doesn't ever happen while you're there. Because things will get real real quick is the nicest way to put it. Or as in emergency support? In the event of the first it would depend on any local emergency plans your post/base/camp has. In the second, nothing unless ordered by the POTUS. That's the realm of the Guard once the Governor calls them up. I imagine if there is any warning of such of an event, I would guess the Air Force side would probably be pushing the C-17's out of the area as soon as possible. In reality it will probably be a big surprise. Most likely the first step will be a shelter in place, followed by a base wide recall and accountability. The Base will stand up the CAT to monitor and assess the situation on base be ready to perform evacuation and civil support activities as needed.

I am sure at some point you should get a briefing on the base EM plan. At least the AF side does. Its a n requirement to brief the EM plan. At some point the base will have an ORI where that plan will be exercised. The wing XP probably will at exercise the plan before an ORI or UCI. Your unit should have an EM rep. They should be able to point you the direction to where the EM plan is which will have specific procedures for various events.
