Most lawyers assign this duty to one of their legal aids who uses a form that the builder has to fill out (including names of all subs) and to verify that they have been paid. Then the legal assistant must phone all (or some) of the sub contractors to verify payment. If this form was used, then your lawyer has grounds to sue the builder (because he has some responsibility to do his job). Pressure your lawyer.
