I was in a similar situation a couple years ago. I was put on assignment for a one year dependent restricted short tour. My family didn’t want to stay where they were nor did they want to go off to my HAAP so they moved where they wanted to and put our HHG’s in storage. They rented an apartment for a year and received BAH for where they were living. Upon my return they met me at my next assignment after shipping/ mailing their accumulated belongings at our expense. I have not heard of the Army paying to move someone more than once unless there were mitigating circumstances.
This really worked out better for us because when I talked to branch asking about next duty assignments, I did not PCS to my HAAP location.

Thanks. I believe we will do the same thing. I have heard that it's a 50/50 when it comes to HAAPS and that's not secure enough for me and my husband. We have three school age children and one infant, it's better for them to be near close family anyhow

I'm on a same boat as you are, yes you can take your family to GA but the Army will not move your stuff out there. All your HHG will go straight to Texas and the Army will only hold your HHG for 90 days.

Thanks. We're looking at storing them ourselves. Denying the HAAP is my best bet.

Hey SGT while I don't know anything about the HAAP I will refer your situation to my contacts who do.
