Was he/she inspecting anyone else's room or just yours? Personally, I was always dressed and ready at inspection time. I'm assuming the CO was a male and this was a surprise inspection. It's common sense, plain and simple, that a company commander ensure female soldiers are decently dressed before entering their barracks, not only to be respectful of the female soldier'modesty and privacy, but also to refrain from the appearance or possible implication of sexual harassment on his part. Especially if they woke you up.

Honestly I never really had any inspections that were such a surprise that I wasn't able to be clothed before opening my door. If they knocked and announced themselves (which they were always supposed to do) then all you had to do was tell them to give you a second to cover yourself. The only exception would probably be when OSI raided our dorms back at Scott. In that instance it was just one loud knock and the Shirt announcing himself followed by him promptly opening the door and telling us to get dressed, grab our IDs and get downstairs. Still time to cover yourself before exiting your room but they wasted no time opening your door to tell you.

I have heard of plenty of airmen usually purposefully answering either partially or completely unclothed either because they were too groggy and tired to care or because they were pissed off that their sleep was being interrupted. I never wanted to test the theory that it got you a free pass myself.
