Moran: Navy must revisit 'up or out' system, bonuses

Will this program, if approved, effectively waive the high year tenure program for those enlisted and officers in these technical fields who for whatever reason don't get selected for promotion but are otherwise good performers?

Great article. It hits the key points of contention and actually tries address them. It seems like the SecNav has his head in the Game.

It sounds like he has a Vision, and he is developing a "Plan" and is actually soliciting advice on fleshing it out.
