Terrorists' allies would seek a vengeful counter-strike directed at the US. Additionally, all credibility and support other Muslim nations have for the USA would most likely dissipate. Eventually, another nuclear capable country would probably sympathize with the region and the start of a nuclear war would be inevitable.
