Governors are always reluctant to call in the Guard into a City. There are a lot of political ramifications. The Governors is basically saying that the Mayor can't protect their our citizens. It may look like the Governors is strong arming the Mayor as now the Governor has a force on the ground that he controls in the city. I know my state has numerous Non-lethal kits for riots and TCP.
