You cannot retroactively have your points changed (you COULD submit for an ETP IF you could prove that an error that you beyond your control was at fault for your scores not being correct - it's a longshot, but it has happened).<br /><br />Second, the way the databases are updated, promotion decisions are made at HRC on the morning of the 11th, so there is a data cutoff of the 8th to allow for transfer and updating. S1 said it is common right now, especially for those who have been promotable for a few months due to ippsa issues. Submit a PAR and you should be good in 1-3 months. You will receive back pay. Attach your PPW showing you had the points on the prescribed date. Also, be sure to read the bottom of the paper that HRC publishes that says you needed this many points on this date to make this list. I was on the E-6 list. And at the same time I was PCS'ing to Korea. I went to personnel, they sent for the last copy of the Standing list from my previous duty station. Once they verified it, I was placed on the local standing list, and then promoted.<br />So the 1st answer is talk to your personnel clerk, and then to the personnel section at your post of command.
