What I heard was the realization that his messaging regarding ISIS is failing to inspire confidence in current policy, underscored by recent events in Paris and San Bernardino. He was attempting to get back in front of the issue and reassure America that he has things under control and has a plan that will degrade and destroy ISIS.
I found it noteworthy that he did not take the opportunity of an Oval Office address to promote his policy of taking in Syrian refugees.
That was probably the most defensive I have ever seen him while speaking to the American people.

I was surprised to see the President set up a national address and not provide new policy or specific significant action.
