If the Secretary of State is asking for authorization to send ground troops, there's probably a good reason to believe it's "on the table" and considered a viable option.<br /><br />As for waiting until the Republicans are in charge of Congress ... I think that's just good old fashioned politics. The President gets to play politics with it. If things go south in a war against ISIS, he can point to the Republican led Congress and the fact that they authorized the war.
