The sure thing he lacked was leadership skills,he made his “bones” as a calvary Officer in the Civil War,audacious ,personally brave and reckless in actions during that conflict resulted in rapid advancement,his tactical decisions at the battle of Little Big Horn led to the massacre,splitting of forces,inadequate intelligence on enemies strength all had the makings of a disaster,neither hero or fool in my estimation just a piss poor leader in that situation.

One must keep in mind Custer's motive. He did not want to share the glory with Crook, Terry, or even Reno. He had a strong desire to be President. He may have actually succeeded had he won a major victory.
