There’s a catch all in there about commander /higher authority can require licensing on items that are warranted. You may want to check local SOP also. As for cost them, I’m guessing any incident would be treated like an accident. Minor incident corrected with counseling and ones resulting in damage or injury to equipment and personnel would probably investigated and have a serious incident report. Minor/incidental fuel spills are non reportable but large spills would have to be reported(not sure the actual quantity) there’s a bunch CFRs and EPA regulations out there that the Army shadows in policies. In reality Big Army does not have enough 92F on its books to handle all those jobs, most of those slots are in the Reserves.
