I don't suppose it's a requirement. California's Governor Jerry "Moonbeam" Brown refused to live in the splendid gubernatorial mansion that was built while Reagan served in the office. He preferred less ostentatious digs to symbolize his "closeness" to the people. BTW, he's also cut back on showering in response to the drought caused by state legislation to protect a fish that no one cares about. Washington DC and nearby surrounding areas are well practiced and designed to handle POTUS movements, as well as other high ranking officials that require some sort of traffic control and security escort to move about.<br /><br />Manhattan, for instance, would quickly become (even more) difficult to travel in as the borough tries to adjust to the needs of POTUS. <br /><br />There are other reasons why it is a good idea for POTUS to live a good part of the time in the White House. The support staff ad functionaries of our Government have requirements that often involve daily interaction with the President. It so happened, the beach was immediately South of the Western Whitehouse. This is the most secure building in America.<br />2. The President's Emergency Operations Center (PEOC) is located there. Should a national threat arise, that's where the POTUS needs to be.<br />3.
