They can check your room and barracks conditions at what ever time they deem fit to maintain good order and discipline in the unit. Mostly health and welfare inspection to ensure the room was clean and reasonably neat, Formal inspections were announced but caring for troops is an NCOs primary. If I walk in to ensure the troops are preparing to go to whatever formation on a Monday and I see a beer can pyramid as tall as I am the I would only comment that the cans had better not be there next time I walk trough the door. (Informal inspection) If contraband is seen, then the UCMJ and the rest of the Chain of command may have to be involved.
