Is there an AR or something similar that puts a cap on how many Specialists or Corporals an Aviation Company may have at once?

It's called FMS web. Google it. You can search by UICs and see the breakdown of the authorization for personel, equipment, etc. This is pretty standard for company command teams to have. This is something that officers and NCOs with the know-how to look and see what's required of their organization. This is what the Army dictates.

It depends on the MTOEof the unit. When you look at the MTOEit will show you how many of each rank, what MOS they are, and even down to the equipment that is assigned to that unit or section. The MTOE is going to differ from Brigade, Battalion, and Company. In some some rare situations Soldiers can be double-slotted in a billet. If you are really interested you should be able to talk to your Platoon Sergeant, Platoon Leader, or 1SG.

Modification Table of Organization and Equipment (MTO&E). Youbcan download it from FMSWeb if you have access. Your unit supply should have access. You'll need your UIC to download the one specific to your unit. Below was pulled from AR 71-32.

A TOE is a requirements document that prescribes the capabilities, organizational structure, and the minimum mission
essential wartime requirements (both personnel and equipment) necessary for a military unit to accomplish its doctrinal
mission and the capabilities required by the unit to perform its core functions and assigned universal tasks to fulfill its
designed purpose. It is the basis for an authorization document, the MTOE. The TOE numbering system is described
on FMSWeb. All TOE conform to a standard format. TOE are initiated when TRADOC provides an approved
requirement determination packet called a FDU to DCS, G–3/5/7 (DAMO–FMZ). USAFMSA builds TOE for different
types of organizations, and then they are considered for authorization by quantity and by component during TAA.

The MTOE wont show you who's sitting in which billets. It's only what a unit SHOULD have, not what it DOES have. You'll need the UMR for that (which I doubt you'll get your hands on). CPL's need to be in an E5 slot for which they are MOSQ'd for which an MOSQ'd SGT isn't assigned to the unit.

I've had soldiers four deep on my UMR and leveled the positions the best we could while I have 40 more soldiers than the UMR required. So yes, you can have have a lot more than required.

Administrative strategy.......... If you find out you are not sitting in the primary slot (meaning you are 2nd, 3rd or later) chances are your command team knows it, and is hoping higher does a manpower reallocation and those soldiers move on elsewhere. I'm just saying............

SPC Jesse Bisping You should read a TO&E. Not only does it dictate the personnel and equipment for the unit, it also spells out the unit’s mission in detail!

Any 10 level slot in the MTOE can be a SPC. To be a CPL, that person must be in an NCO coded position, or a 20 level slot.

SPC Jesse Bisping … It all depends on if there is a slot for them. Many USAR units are over strength and have been authorized to go up to 125% manning or even higher I think. If whomever manages the unit roster gets creative, they could move people that are leaving/retiring from the unit to some 999 slots; to open up some slots for up and coming Soldiers in the unit or bring in new Soldiers from other units. Talk to your chain of command or someone in leadership above you.

I have not seen one in a while, but the Navy units had a breakdown for peacetime and wartime. Ships and deplorable squadrons had a break down for when the ship or unit was deployed.

The only limit on how many E1-E4 is the MTOE. Ranks below E5 are TIG (Time in Grade) promotions and all skill level 1 positions on the MTOE can be E1-E4. Corporals actually hold a E5 position on the MTOE and are awaiting a school to be pinned.
