Is there a way to get FRG contacts in Rally Point?

I am hosting fundraisers and will be working with FRG to find deployed units for each state for the proceeds to go back to them.

It depends on where you are and which bases you want to help. I don't think there's an overall FRG at big Army.

You could talk to the Public Affairs at nearby bases and find out FRG contacts. But they may not tell you who is deployed. Or you can look in the news and see what units in your area have recently deployed because they usually have a casing ceremony when active units deploy. My brother's Guard unit had a ceremony before they headed to mobilization training.
