I don't know if it's as severe, but there is definitely a system in place that's designed to feed our privatized prison system.

IDK - Looking over stats like in NYC - Populations types are clustered so if you looked at a single precinct you might mistake the police there arresting members of that particular cluster-group more than other population groups.
The devil is in the details and of course how you read the raw data.
Statistics are only truthful if you don't use them to lie.
I do think you missed a few examples, Nazi Germany, Mao China, Soviet Union and Bernie Sander's stellar example of the way the USA should copy, Present-Day Argentina.
