I believe it is on the Company Commander, 1st Sergent, and the Readiness NCO. In theory you aren't required to really have a set period of PT. Some units in the Regular do PT for different durations. In the Guard/Reserve side some units don't do PT at all. I don't recommend that but it is up the leadership. I honestly question the intention of this question. But every section should be doing PT during drill. Just write it into the training schedule and submit it to your 1SG for approval. I am almost 99% sure it states the down time after a PRT session required for that muscle group to heal. Remember if you overwork a muscle group and not give it the opportunity to heal, you can cause injury.
