The criteria for excess leave are based on law, exceptions are not permitted. See AR 600-8-10 Leaves and Passes, Chapter 3 Special Leave Accrual, for details. TDY for school is not a qualifier. The regulation is very specific on what qualifies, but you are getting some training that you desired and that is a good thing. It tells you how much you have to spend before the next fiscal year.
