In practice, it generally goes to someone the unit can trust, can handle the responsibility, and who the commander is fairly sure won't order pieces against weapons that aren't broken to assemble their own and sell them off post with fake serials to gun shops/black marketers. I also think there's some piece about passing a background check through the MPs and not being a violator of the Lautenberg Amendment. However, that rarely happens because there are not enough 92Y's to go around. It usually is an additional duty if a unit has 92Y. MOS really doesn't come into play. Going to the small arms repair course is the key. The position is important so you need someone in it that can be trusted to maintain accountability and perform the maintenance to standard. This is so because our job is to support batallion sized units.
