Reading the article, it sounds like the young Soldier is in AIT and requested leave which is command granted. The Army Service Ribbon is not awarded just for joining the Army. It is awarded for becoming qualified in an MOS. (I guess they felt that calling it the "Army Military Occupational Specialty Qualification Ribbon" was too long a name for a low ranking award.)
