In the interview LTCDR Williams makes a passionate declaration that this surge of immigrant children is a act of terrorism because it is focusing national attention away from other issues and forcing us to strain our resources to deal with the immediate crisis. <br /><br />This humanitarian crisis is definitely both a distraction and a strain on resources but, IMHO, it falls short of an act of terrorism.
