Update - 09 Mar 2020: Again, the impeachment is over. The nation has other important issues to address. Some who have recently responded here are using language not indicative of their maturity. In fact such language is immature.
Please, if you are going to insert emotion vs facts and language that demonstrates your lack of thought, I'd rather not read words like "NAZI" and other thoughtless attacks on people's opinions who have provided well written responses here. There are many that have written well on both sides of this question and I was informed well on both sides. To you I want to say - Thank you!
Keep in mind that people have the right to their opinions and I respect that. I may not agree, but I respect that. What I don't respect are those who believe that using vulgar and disrespectful language as a last resort for their weak counter arguments by tossing around epithets.
Again, I want to thank those RIGHT, CENTER and LEFT that responded in a responsible manner to each other and this question in general. To those who used language that draws your professionalism and maturity into question please get a drink, clam down and take a deep breath! If needs be please get some counseling!
The whole intent of this post was to pose a question and seek differing opinions to gain a deeper perspective, which has been achieved. Lets move on!

For the sake of clarity here is the wording to the 6th Amendment (aka 1st 10 Amendments otherwise known as - Bill of Rights):
"In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence."
The operative wording is "...the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed..."
By threatening to delay forwarding the recent Articles of Impeachment to the US Senator it would appear that the Speaker is in "Contempt of the American People" (roughly 320 million, men, women and children) regardless of citizenship status.
By asking for "confirmation" of a "...fair trial..." in advance, it would appear to be yet another "linguistic trap" that was not offered in any two prior impeachments or the one imminent impeachment. A sub-question might be - why? It also, seems that every murder, rapist, burglar, arsonist, thief, etc. could then demand as president set by Speaker of the House that a "written guarantee" be offered by every jury for the same. This would seem to undermine our jurisprudence system of "innocent until proven guilty" system.
Even those indicted in a normal court process have the right to a trial to confirm innocence or guilt. If no one is "...above the law..." does it also not stand to reason that "...no person is below the dignity of law of which that person is being accused?"
The question is then:
Is the Speaker of the House in contempt of the US Senate to fulfill the Senate's Article 1, Section 3 responsibilities specific to the 6th Amendments guarantee for a speedy trial?

I want to thank everyone for the responses to this post. It has been and continues to be an interesting discussion. But, it brings up one more issue. Some have considered that it is time, given the antics on both sides that a Constitutional Impeachment Amendment be developed to further codify the impeachment process to begin to remove it from the political to the criminal and set higher standards and processes for this process.
But, that question of whether or not a constitutional impeachment amendment should or should not be pursued will be created in a separate post, but linked to this post. I find it interesting that some voices are beginning to rise in favor of this.
Once the Senate Trial is finished and a "cooling off period" as it were insues, it would not surprise me if this topic of a constitutional impeachment amendment were addressed. I think the nation completely understood the need for Nixon's impeachment in a very bi-partisan manner. But, I believe the population as a whole (right-center-left) who are thinking "independently" is getting tired tit-for-tat politics.
So, this new issue of an amendment to better manage the impeachment process as we emerge to begin another 250 yrs of independence will be interesting.

The speaker of the house, chose to delay impeachment procceedings, so she might build up more supposive evidence and wittness'. Speaker Pelosi broke several of the Bill of Rights. Including her Oath of elected office as a congresswoman.

I actually believe the speedy trial part is inconsequential. I think it means one can't be detained for a crime more than 365 days prior to trial or something relative. There were a lot of worse crimes committed by Petty Pelosi, Shifty Shiff, Chuck You Schumer and Penguin Nadler than than violation of speedy trial. If you watched the tril, such as it was, on CSPAN2 you would have seen Trump's attorneys lay it all out more eloquently than I could. Upon 1st appearances that 1 guy looked like you could knock him over with a slight BOO, but that guy, whatever his name is, was pretty kick ass with the laws. I'd want that guy defending me if I ever needed legal counsel. I think it was Cipaloni (???) who made the comment about "when you stand well, stand still." Those guys were all statues in that regard by the end of their defense.

My only comment is that I'm tired of seeing my tax dollars paying for the House Democrats wages and outrageous benefits and lifestyles when all they do is Bitch and complain about how bad our President and Country is doing. If any of them smiled there face would crack. I get depressed just watching and listening to them. I can't see where they are doing anything good for our country. All they have done since President Trump took office is hold conspiracy shams, obstruct, resist, spread lies, deceptions and major hate and discontent and backed by our true enemy of the people the MSM and the perversion and debauchery of Hollywood. This is America and we deserve to hear the truth weather it be good bad or ugly not a bunch of non stop 24/7 BS. President Trump is just a man and like all President's he will come and go but our beautiful Country will still be here and if the Godless and Socialist Democrats takeover at the 2020 general elections we'll never recover and our beautiful Country's worst nightmares will come true. 1st - Please note that ONLY Articles I, II and III define the THREE branches of our government, which is, BTW, a REPUBLIC vs a Democracy.
2nd - Article V uses the word CONGRESS referring to both CHAMBERS as a - unified body. A unified body like the human body that has ELEVEN (some people count 12) INTERDEPENDENT yet SEPARATELY tasked systems designed to work in HARMONY to keep the body healthy and functioning when properly maintained. (More on proper maintenance in a second...)
3rd - This "unified body" has TWO CHAMBERS with separate roles (aka FUNCTIONS) much like the design of human heart. As you have correctly noted "...the House (Representatives of 'We the people...") is separated from the Senate (Representatives of the Law)..." So, note that while the human heart has FOUR CHAMBERS it ONLY has TWO BASIC FUNCTIONS:

The brilliance of the Constitution can never be over or under-stated. Madison, and others knew this document, called - The Constitution of the United States of America, was a fundamental change in the business as usual way the world had been working. They knew it's dangers and it's pitfalls and worked to the best of their ability to create a document that would LIVE THROUGHOUT TIME designed to be SELF-HEALING in its own imperfections, but FUNDAMENTAL in its principles as defined in it's WRITTEN OUTLINE for SELF-GOVERNANCE!
The service branches, like the organ systems of the human body work together. When any one system is out of balance the war fighting machine known as the US Military may become rendered ineffective as a whole. General Washington knew this, General Eisenhower knew this, General Powell (all US Army) knew this and the Joint Chiefs know this today! I am concerned you don't know this?
I would caution you, to be careful about attacking any, and especially this, US Navy Chief, because something else is eating at you! I am NO snowflake, by its Urban definition. Besides, the US Air Force airlifts you to the battle zone or the US Navy like the Greyhounds we are can transport you and other members of the US Army to where they need to be when the "fecal matter" hits the fan! I don't think you swim the ocean or walk on water yourself to the points of engagement around the globe, so please put down your halo and tuck in those angelic wings!
Know that if you want to argue with this US Navy Chief you might want to, first pack a large lunch. When routing for ones team to the exclusion of all else is innocently paid for with life human or otherwise at the hand of ignorance, then such ignorance must be checked! The service branches, like the organ systems of the human body work together. When any one system is out of balance the war fighting machine known as the US Military may become rendered ineffective as a whole. General Washington knew this, General Eisenhower knew this, General Powell (all US Army) knew this and the Joint Chiefs know this today! I am concerned you don't know this?
I would caution you, to be careful about attacking any, and especially this, US Navy Chief, because something else is eating at you! I am NO snowflake, by its Urban definition. Besides, the US Air Force airlifts you to the battle zone or the US Navy like the Greyhounds we are can transport you and other members of the US Army to where they need to be when the "fecal matter" hits the fan! I think an amendment should be passed that the house would need a super-majority vote of 2/3rds Minimum of the the House to Approve and Pass the articles of Impeachment.

However, that would mean that the party in power to have a 2/3s major to pass would have to have 291-292 members from the same party to pull off what the DEMS just attempted to do. Any party can do all the investigation in committee and open congressional hearings they want, but proving the case beyond a reason doubt for any POTUS would reduce the likelihood of partisan behaviors, without a REAL reach across the aisle, such as with Nixon.
While I am not a Clinton fan the bar for impeachment for Clinton under your standard would have been higher about is lying regarding Monica. Frankly that would forced a Censure resolution by the Republican Congress vs Impeachment.

I think it should take more than just one partisan side of the House to Pass articles of impeachment. It should take at least half of the bipartisan side to Pass impeachment Articles. What was done this year was a scary show of how a party can try to throw out a president based on hate. And Democrats would NEVER want any part of their plan in a court because it would be thrown out immediately for not being legal, and that would have immediately shown Americans who didn't or couldn't understand the slandering going on against Our Great President.

I voted "unsure" because I'm ignorant in the Regulations & Laws governing the Impeachment of a sitting President, Does the Right to a speedy trial even apply to a Presidential Impeachment? Of this I'm not sure, but if so, then Yes it seems the Speaker of the House is in Violation of that.
