The problem is that the FM is about 3 times as long as the ATP. Is that normal for a new version to be condensed that much? They all cover different portions of the same types of operations. The number should still be the same to help you identify what those different pubs cover. Army Publishing Directorate does a pretty good job of identifying which pub is the most recent, and should be used.
