Is someone that DOR from OCS in the Marine Corp considered to have served "active duty" before dropping?

I have an applicant that is applying for a position, and they served 1 month in Marine OCS and then DOR. He also signed a sworn form stating that he "never" served in the Military. It seems like the two contradict his statement. A form stating he was in Marine Corp OCS, and then says he was never in the military.

Need it explained to me by someone who knows, please.

Looks like it is possible if he was a NROTC cadet with the Marine option. Seems they have to do OCS between their Junior and Senior years. If that is the case, then it seems plausible. That aside, I wouldn't consider 1 month as serving in the military especially if they quit.
