Is once-a-month pay rank-specific, or is it available to anyone?

Available to any Soldier and can be adjusted on a DA3865 and submitted thru S1 or local finance office depending on unit/station SOP.

It is available to anyone who elects for it but I can't imagine why anyone would, it holds your pay it doesn't give it to you sooner. Why would you not want half your pay 15 days earlier???

Unless you are extremely budget conscientious or bill free (minimal) then I see how it would work. But, then you have to remember that Murphy's law incident, that may rear it's ugly head. There are people that do it, and have the discipline to have the emergency savings as well. But as we know, there are a lot, that do not.

Good way to lose money if you're (you better be) into TSP. You lose 2 weeks of interest earning on that increment. It adds up over time.

Should be available to everyone, however, I elected for once-a-month and I'm still getting paid on the 1st and 15th.
