Not all options are available to everyone. Some recruits like HS and college grads with a high ASVAB, are more valuable and get more options than low scores or people who need waivers. Think about it this way, one hundred new recruits all select Hawaii, Hawaii has only two open positions, there will be 98 Soldiers who don’t get what they wanted.
