Yes, but about half the 2D and 3D modeling programs in the world are based off Autocad.
And most of the users hate it, including myself, if they are honest. It's complicated (depending on what you are doing) and overly sensitive. Unfortunately, not much out there that matches it's versatility.

To be exact, we learn Civil 3d for the purposes of drawing up topographical surveys and creating building layouts. Topographical surveys are done in Phase 2 and Building layouts are done in Phase 4.

I know I’m late to this question, but yes. We use AutoCad and Civil 3D.
