They are overly dependent on oil and mineral revenue to fuel their coffers and adventurism. With the number of special interest groups inside the US one would think we have a chance to practice before we go play.<br /><br />Emergency response is the other issue, a state Like Russia has a lot of influence. They aren't truly expeditionary because they're operating adjacently. They can maintain a limited logistic tail and appear hands off.
