Given the Russian use of hybrid warfare in the Ukraine , a mixture of military, political and economic forces to achieve dominance. Is it time for us to set up a hybrid defense to counter such a threat?

Russia is very vulnerable to economic attack. They are overly dependent on oil and mineral revenue to fuel their coffers and adventurism. Their currency is also dangerously unstable.
They still need to do a lot of work to be expeditionary. without revenue, they will have to dial back their activities.

We should have been doing it from the start. Political and Economic forces have been a part of warfare since the beginning of warfare.

Good article. What is your solution to the hybrid defense? To you preempt activism by regulating or deregulating the issue? With the number of special interest groups inside the US one would think we have a chance to practice before we go play.
Emergency response is the other issue, a state Like Russia has a lot of influence. They aren't truly expeditionary because they're operating adjacently. They can maintain a limited logistic tail and appear hands off. They are also antagonizing states much less stable and influential.
