Is it possible to re-up for a duty station of choice and to receive an SRB (or is it one or the other)?

The current SRB Milper message is on the HRC website. If you have an account you can log in and read it Sgt. After reading it, on second thought you may be able to get a location specific SRB.

Yes, the two are not dependent on one another. The duty station is based on strengths of the location. The bonus is based on Army strengths. Some locations (Airborne) also come with a bonus if you reenlist for an assignment to one of those locations.
