Not sure how this type of action would help a RC soldier unless they are about to be deployed/activated and need it for care of the parent.

SSG Livingston has the right of it.
When I married my wife I took over care of her invalid mother. It took about a year but the Army paid me back pay. You do have to pay more than 50% of her support, - I'm pretty sure that hasn't changed. Your S1 can do the DA-4187 for you just as they do all dependents paperwork.
