Is it possible to get an Extended Annual OER with more than 12 months rated time?

When I was a BTRY XO, I recieved an extended annual that covered 15 rated months. My rating chain used the 10 | Extended annual code. When reading AR 623-3, it says that rated time should not exceed 12 months. Did my previous chain of command err? I am in a similar position now, and think I would benefit from getting one OER as opposed to two.

Mandatory extended annual is 12 months rated time and includes non-rated time with the from date greater than 12 months prior. Optional is if rated Soldier is scheduled to depart within 90 days after annual is due. Rated time can not exceed 16 months. Recommend reading AR 623-3 where it is all laid out very clearly.
